Count how much of this young Koreans actually qualify and you will understand why there is so many no-shows. Korean scene could really use Code A of old, a tournament for semi-pro/lower tier pro players.
I'm not sure I understand your reasoning...I do totally get that the chances of qualifying for any given good-but-not-quite-pro-tier player are slim to none given that so many established pros also play in the qualifiers but how does that lead to not even trying? Unless there's a huge cost to signing up, travelling to Seoul etc that I'm not aware of? (Even worse IMHO is to actually sign up and then no-show but that's a different discussion I guess)

I think, it's a question of prestige. Why should I get rekt for nothing in current Code A format, while the old format provided fame and interest of teams and tournament organizers (even some prizemoney) even if you got knocked out in quarter finals. or just barely didn't make it out of your group.
It's not the matter of travel, it's pretty cheap to get from one part of Korea to another. Timing may play an aspect in that it's the middle of the week but I doubt that's really a determining factor in deciding to make a trip or not.
I think the biggest factor SC2 just isn't as popular as it used to be. Lots of those younger guys chasing the dream are dreaming of LoL, FIFA, and such these days. The pool of would-be applicants is just smaller. I'm sure knowledge of the format influences as well.
