They've had this for a while, just dont think they've used it before. they have said before that if a tourney will pay for 24 hour security that they can provide a local bnet server. It has same conditions as normal bnet, built in 150ms delay, so for most people its just like playing online
Replays with friends, resume from replay and many more features coming with hots... very excited!

Don't really get what's that exciting/important...
They just took the server they are running for 2 years now, copied it onto a new machine, and made it unaccessible for anyone not authorized. Is this like any kind of work for Blizzard compared to, lets say the Arcade system? Not at all. Can we/anyone use the technique to make LAN/lagfree private games? Most likely not. Why? Because as soon as they release a method to play without using their server, anyone can play using this method, even if this person didn't purchase a sc2 key

There are already unofficial SC2 servers. There is already a pirate LAN crack. Protecting against piracy is no longer a valid excuse (never was). If these LAN crack versions can't play on the official ladder they didn't fail in their protection against piracy did they?

Yep, Blizzard is still a piece of shit. They have the ability to create a server for tournaments so they don't have to put up with connecting to Bnet, and disconnecting from it. But NO.... they only want to use it for their own tournament.
No one listened to me when I said Blizzard doesn't give a shit about Esports - They don't. The only reason they say they do is so people will continue to support them. I'm not sure how much more obvious this can be when THEY HAVE A TECHNOLOGY that their only using for their tournaments.
Guys, really - This technology is not that complicated. Blizzard is slow playing their hand because they can make more money this way just like in poker. They could have given tournaments this kind of server from the start, but they didn't cause they haven't figured out how they're going to charge people.
I use to believe in Blizz, but fuck that. They really are just trying to get money now - which is fine, but that's all they care about. They really do not give a shit about the community. If they did, they would be do a way better job with this shit.

I take it it's a dedicated server running on a single portable computer at the site, not another online realm? That would be great news if they actually give it to all the major live events like GSL, MLG and Dreamhack.

On a more serious note, this is what they did with WoW as well. They've been taking their sweet time with it, but I'm pretty sure it's been hinted at before. Good it's finally starting to see some use, will help a lot.

That's just sad. It means that we'll never get LAN, that tourney organizers need to pay Blizzard even more to ensure everything works fine...
I wouldn't want to be the developer working on this technology. It must feel really worthless to loosely emulating LAN advantages instead of actually implenting it because your bosses take stupid decisions. I hope at least they don't care about Starcraft.

it was never about piracy, it was about preventing kespa (and other entities) from running tournaments without their explicit permission

The system they are talking about is not the same as the "LAN" most people have been asking for. It's just a local version of battle.net, that still needs a connection to outside authentication servers in order to function properly.
