Is burrow charge good? (I never see z players use it) Are ultras viable vs protoss now? If not, why not? And if not, what do you think a good change would be?

It really depends on how it's used. First, it's great at breaking up enemy units, interrupting their shots momentarily, and increasing surface area. I've found that if you're teching to ultras and relying on ling bling (+ some other unit, mutas/infestors, etc.) you're getting melee and carapace, making your ultras all the better once they arrive. And, if you time it right, you should be able to burrow charge their balled-up army, and meanwhile run lings in at the perfect timing, getting a better surround due to the temporarily-increased surface area.
Also, you target the ground with a reticle for the target exit point of the charge, so it's possible to go under a set of "tank buildings" (e.g. gateway wall-off) designed to keep units out, I think... Though I could be wrong on this, havent tried it too much, but I want to say you can do this... maybe it's just a way to get through narrow choke defense, but I swear you move through buildings with it, does anyone know for sure?

That's been the way it is even in WoL, and I like it, though I agree it doesn't make sense, "fluff-wise", as the creep connects the tech/buildings to the organism, thus feeding the buildings, though balance wise, I think it is important to keep it the way it is currently. And there is a trade off, should I leave my spine rooted where creep once existed, thus dying slowly but still able to fight, or should i uproot it to keep the ticking down from occuring, yet sacrificing the position it defends? Keep in mind you can still only reroot it upon creep, and it does no attacks unless rooted... Thus this tradeoff maintains the balance, to a great extent.

Has anyone tried to use Time Warp as a replacement for Entomb? That is, Time Warp the mineral line. It should reduce mining by 50% for 30 seconds, and there's literally nothing you can do about it. I'd say that sounds pretty nifty, but I'm not entirely sure if it's worth it/how many minerals you're effectively stealing.

It really isn't all that great. There is a thread made by some guy who run the tests and found out, that a single Time Warp does at most 100 mineral damage.
