In football we have FIFA, CONMEBOL, CONCACAF, CBF and so on (don't really know the rest :s) to keep everything organized. FIFA sets the most general rules that everyone must follow, CONMEBOL follows those rules and adjusts new ones to the reality of the south american football and CBF does the same for the reality of the brazilian football.
CBF works as a representative of the brazilian football scene in CONMEBOL, they both work together to regularize the brazilian seeds into south american leagues (Copa Libertadores, Sul Americana, etc). CONMEBOL in the other hand works with FIFA to protect/defend the south american interests in the international scene (SA seeds into WC, for example).
All these organizations work together to keep the local/regional/international football scene running healthy and organized.
If "eSports" wants to be taken seriously, the same thing should exist, but on the proper scale of course. Well I like your point that an organization that mimics the same function of a real life sport organization should made appearance in competitive computer games . But in the end what use of it of such organizations when we are not sure which games are going to last ? Sports do not change everyday although there will be minor rules change but the game still remains the same . Competitive computer game sports change every time a developer comes out a new game in the market how is this viable and organization will be able to keep with such a change ? . The market is just too volatile for a solid foundation to handle it right now until we can label a game that is really good and accessible to all players around the globe and they are in agreement that this is a game that is worthy of competitive computer game than it will be accepted.
While I am also part of the search for the One True Game, I don't think we need it for a form of licensing. As long as the major tournaments are involved, that'll be enough. But I also don't see any actual BENEFIT to a license system except that it makes us feel all cool. And we'd lose a lot. Without an Open Bracket, Scarlett wouldn't be a thing, for instance.

yeah it's really stupid to keep the same name that has been connected with BW for longer than a decade. So almost for sure an ex BW B-teamer/practice partner lolol will win the sc2 OSL.

This needs to be renamed into the OS2L and have a separate history from the current OSL.

BW players have a separate qualifier.
