This is about one of a few things:

What I don't understand is why they went through the trouble of giving NASL an ultimatum. They clearly had no intention of competing to begin with. NASL has basically agreed to cover all travel costs... Bah, you're just speculating. You don't know their minds or motives. Speculation is the only remaining option when what has been announced as the reason doesn't seem quite convincing. If the decision wasn't political in nature, I'm pretty sure sc2con wouldn't be negotiating and players would just drop out one by one on their own and decide not to apply / play. Again, speculating about things you dont understand is reckless. That's the nature of speculation though. If I did understand them (entirely), then it wouldn't be speculation in the first place. Yes...and it would just be prudent to wait for someone that knew about the situation to inform you.

They already said that it was because of similar issues, but unrelated to sc2con's decision So probably didn't want to pay so much out of their own pocket to fly out to the US

Prize pools don't pay for planes and hotels. Event prize money seems to be a good performance bonus for those whom are on a team; and those without incur losses at most LANs.
I hope that the Korean teams are soon too able to become revenue generating businesses so that they may send their players to international events without event promoters having to pave a golden road for them to attend.

That is pretty stupid. I hope that there is some other concerns that the Koreans had. Otherwise it is pretty pathetic that they withdrew, especially after filming had already started. 2 grand per player should be plenty, especially considering they could all book their flights months in advance and go as a big group for a discount. Seems pretty silly to me.
