They're milestones, which means they're records of what you did in previous season, don't get too attached that it has some significant meaning. If you rank 8/100 of a division, it will record that you in top 8 in the division, if you rank 100/100 in the division, it will also record that you in top 100 of your division. You can think they're records of Low, Mid, High, Top division in previous season.
I also agree that divisions are not equal, people may have 4000 point and in top 25 while people have 3000 point and in top 8. But think another way, if you're good but in a monstrous division, when new seasons start, you will be place at another division where you'll be well top 8 or something. You're 3500 master struggling in 4000 master division, your effort maybe not so different from somebody who is 2500 master struggling in 3000 master division. Your skills are different, but your effort is the same. Blizzard sort of wants to promote that, i guess.

Despite my efforts to stay gold (I play random and some of my MUs are horrible) I just got promoted. So, as Blizz has stated, the lock will seemingly occur with the patch. You have until 3 PST (or is it 4?) to get your promotion.

Try to improve, from Bronze (540.000th) to Bronze Top50 of your Division isn't that hard. It's a nice motivation for Low Leaguers, many Bronze-Gold have no motivation to play, because they know, they will hardly ever be in Masters.

Last night I was like 100 points in front of 9th in my main's Diamond division. I wake up this morning and 9th is only around 20 points behind me. I'm glad I have a week to secure 8th...

I laddered hard today, got from rank 36 to 20. I wouldn't be able to get higher than that though, because the 1-20 spots are stacked as fuck, ELOs going up to 4000. :/

this mean all those people in the fringe (rank 9-15, 26-30,56-60) will try their hardest this week to get up one level in the milestone
means alot of people will be playing this week

Yea its stupid because some divisions are easy as hell, and some are hard as hell..
im 3500 and like rank 40 in my division.. Top 8 is like 4000.
then I look at my friends division, top 8 is like 2700. lol
So those 2700 are gonna get the icon over me, who has 1000 pts more. Pretty lame if you ask me.

huh, from what I read in OP the promotion/demotion will be locked, but you can still go up and down in your division
anyway, looking at the sc2ranks page, think Im safe for that top 8 gold since number 9 is like 700 points away. Shiny emblem, here I come
