First I want to state this:
1) I read all the blue post from the Bnet thread link in the OP
2) I read all the posts in this thread.
Now my question is, and it has been asked in both threads but only got shady answers:
As far as I understand you will get an icon as soon as patch 1.3 hits, will this icon change during the week of lock down? I have read some blue posts that claim that season 1 will end with patch 1.3 but does that include that your badge is final?
I ask because I actually care about that shit ugly Master top 50 badge, and with my 3250 points I will be around place 47-51 in my division. I am completely gay for caring about that badge but hey, I do. I am especially gay because some people will get into top 8 of Masters with 3250 points while there are 3 guys with over 4k points in my division. And 8 with +3.9k points.

I wish it counted by points and not division =[ stacked divisions got owned (like my division has seleCT in it ahhhhhh )

That milestone will be awarded at March 29th after server maintenance. Whatever it is at that moment and it won't change ever again for season 1, + Show Spoiler +you'll get a new one at the end of season 2 at 2012 if the world doesn't end first  [/kidding]

Good that I'm staying at top Diamond after being dropped from Masters ^^
top 8 Diamond icon looks so much better then top 50 masters
Could have try to get to masters top 25 though... but if i get hard division it would fuck me up ^^ Staying in Diamond for few more hours.

Yea it should be by points and not division... it's just so random? Who cares about a 100 players in a single division when there are 100 of thousands of players in a league... Blizzard we just really wanna see how we stack up in the BIG picture.
I'm sure they will fix this

or they are trying to make divisions more competitive to closen the gap between high master divisions and low master divisions

And they can easily see which players are percentile wise in the top 8%, 25% 50% and the rest. Look at sc2ranks for example.
But w/e, it is a big mistake from Blizzard in my eyes but they made bigger ones already.

Hell, I told them over 3 weeks ago that I was locked out of all my favorite channels. They don't even have the common sense to time people out of a channel.

Interesting thought: When the new seasons come out, the ladder divisions will be implemented more smoothly, so we'll have fewer instances of division A being god-tier and division B being BitByBit-Tier in the same league. With divisions thus smoothed out, and the skill level improving across all leagues generally, will the milestones be more indicative as a measure of skill/progress?
Granted, I still wish it were Top 8% instead of top 8 in some random division, but it's still interesting.
Edit: Also, it gives more achievable goals and visible incentives for lower level players to improve. "This season, I was gold with wings. Next season, I want the star as well!"

Not gonna lie... totally bombed my rating because I want a top8 icon for every league Unfortunately only made it down to silver so I'll have to work harder on that for the end of season two o_O
Did blizzard say that you get something for 1st/2nd/3rd in division? This might make me play nonstop until the 29th...
