You could just ask on the official forums. Maybe they didn't even think about changing that stuff and letting the community do this kind of stuff makes them save money and we got some new cool things, which dont hurt anybody. Maybe the mods will tell the Blizz staff about it and they may allow it, it's worth a try imo. (Too bad I got perma banned from the official forums ^^)ьу
They will mechanically say "it's not legit" because they're blizzard

I've been wondering for a while , you know sometimes the background in the menu changes? From the one with the BC to the one with planet Char and there is one more. It is random , but does anyone know how to manually change it from the game files so it is the Char one all the time?

Blizzard already stated that they don't care about editing files as long as it doesn't affect the ability to game. Also, They will NOT give support for that, so don't ask them. Simple like that.
This is a 100% untrue. Few years ago there was exactly the same thing for WC3 were u could change the backround in the chat channel lobbys and people actually got banned for it w/o any patch which checked MPQ datas (so i guess battle.net checks on login)

People need to stop posting that its illegal and stuff. If its against the TOS then fine, all it calls for is that there be a warning in the OP and that's it. Please stop mentioning that its against TOS in every post. If your scared then don't DL it.
OP what file was it that you edited inside the MPQ? I'm curious so I may change it for any picture I want.

Blizzards point of view:
"This would provide an unfair advantage in that the viewing of an attractive lady on the home screen alters one's biochemistry - thus increasing the performance / drive of the person who viewed it."
Honestly, I would not bother with it. A superfluous aesthetic alteration for the chance of being banned.

This looks so much cooler than Tychus. :O Maybe it's 'cause I've gotten tired of seeing his mug every time I log in, lol.

Not really worth of ban risk, but nice find!

WC3 =/= SC2.
Just to make it clear, one brazilian actually asked for the blizzard support about changing files(cross-region sound files), this is the response:
Hello Rafael, Your question is out of our capabilities. This is something you can experiment by yourself, at your own risk. Since the game is given with all files correspondents to each region, we don't give unique files, especially from a region to another. If you obtain the file and know how to overwrite it, like you said, you can try it in your own. We don't offer this kind of help. If you had doubts of problems, please contact me directly or verify our support website: http://www.worldofwarcraft.com/support<signature> (Original Topic: http://us.battle.net/sc2/pt/forum/topic/1869557933#1)
Even though it is about the sound files, the same concept should apply here. In any case, just ask the goddamn support, there is no problem asking about it! In fact, I think I will ask them right now and post here the official response asap.

single player cheats help you to get achievements and portraits, so there is a point in it.

They don't realy care but that doesn't change the fact that it is illigal and you can be banned for it. you know why? because you use exact the same way to do gamebreaking shit like bigger units or back in wow bigger minerals. so they either allow or ban all, there is no middle way in this kind of stuff.

I love stuff like that.
Modifications that actual "enhance" the game are great.
Most the time Blizzard will just "steal" the idea and implement it at some point if they are somehow smart.
Moding the background images is a nice thing, but Blizzard will just "tolerate" this like this and never call it good.
*Unless they totally switch over to something like WoW and allow modifications; but that is pretty much never going to happen, as SC wants to be E-Sport as much as possible; with all its negative consequences aswell ...
