ask blizzard but it usually them took several hours to patch. also sc2 servers went down pretty much with the wow ones ( played some guy in a custom who said hes playing cause wow just went down) so it wouldnt surprise me if they went up again together too.

Even if u install patch right now (as I did) u wont be able to customize hotkeys yet. You cant acces them form options anymore.

It's broken. Movement speed either needs to be reduced, or marauders need a slower attack rate or both. The kitability of mm at the highest level is simply broken and has no counter in the early game. It dominates everything. Zerg 6 pooling was an example which is normally unlikely, but I know very few of you have played high level team games, mainly 2v2, because you would know that 8 pool in conjunction with marines or hellions from your partner is nearly an unstoppable build for Zerg and Protoss to deal with, which is why it will be nerfed, just like Terran Rax was nerfed. The change has almost no impact to legit 1v1 games, and only nerfs cheese, while making macro games more viable, at least in PvZ.
