The quality of those companies fluctuates enormously, yes, but if they're good they'll give you the diagnosis next day and if it's fixable they'll have it fixed by then or will have an outline for what to do to fix it.

I'm quite sure if you're willing to post your part's list a lot of community members would be more than glad to try and help you out identify any eventual incompatibility.
You mentioned you get error free boot codes, but your video card is not showing anything. Just in case, if your mobo features on-board graphics, you may want to unplug your pci-x card and boot the pc, just to check if the system is working without that specific peace of hardware or if the problem comes from somewhere else.
Remember, if the motherboard has embedded graphic chipset, you usually have to check in the bios for flags switching the video processing on the installed pci card as opposed to the embedded chipset.
This is as much help I can give out without knowing the hardware parts list. Hope you manage to fix this issue soon.

If you turn on the computer but aren't getting any POST info, try resetting the CMOS. Remove the battery in the motherboard for 30 seconds and you may need to reseat the jumper depending on your motherboard model.
This sounds like a power problem with the graphics card or a faulty card. If you have an old card that's compatible with your new system, try plugging that in and see what happens. Although, the fact that POST is clearing makes me think it's a faulty card.
Just from reading Day9's posts I would think it's a power issue/faulty card. When he showed his parts list in the cast I didn't see him hold up a power supply. Might just be that the comp has enough juice to start up the mobo/cpu but, not enough for the gfx card. Only way to figure it out is with another power supply or another gfx card.
Troubleshooting initial bootup problems is one of the hardest things to do because you need extra hardware in order to test specific equipment.
