I had to restart the campaign entirely to do Brutal 25, since it bugs out if you change difficulties mid-campaign.
When I did In Utter Darkness, I made it to 3350+ kills on Brutal without trying particularly hard.
Once you figure out the missions, at least for some of them, they get really really easy compared to the first time you did them. I lost 7 units total on Haven's Fall brutal, when I couldn't even complete it the first time I played through.

I had a dream that I unlocked the 1600th points by beating the campaign on brutal without spending any money or unlocking any research upgrades through the armory\laboratory consoles. Anyone want to give that a shot?

Blizzard staff are just laughing somewhere watching people try to find this 'secret" achievement. It is probably a bug or a tease.
I really would not suggest beating the entire game on brutal sans upgrades nor would I suggest trying any other crazy idea people can think of it.
People could just start positing suggestions in here to torture you poor souls.

Maybe, during the course of a single campaign, you have to beat every mission on every difficulty

If you play on the Brutal campaign, the first time you play a mission through the Mission Log on any other difficulty than Brutal, your campaign is permanently taken off brutal difficulty. When you launch new missions through the Star Map, you'll be on a difficulty other than Brutal, and if you want your Brutal 25 achievement you will have to re-play every campaign mission on brutal after playing it on the difficulty the game is now launching missions under. Annoying :X I'm not even sure you will get the Brutal 25 achievement for doing the Brutal missions through the Mission Log. Basically, you have to play on Brutal only if you want to beat the campaign on Brutal without having to use the Mission Log to replay missions.

you know you can change the difficulty of a level by clicking on it right?

I wonder if there is a way to look at the game files to see the achievements. I think they can do that for wow, but I also dont know much about computers.

Well the Brutal 25 achievement is flaky at best. If you start the campaign on a lower difficulty, beat it, then go back and do brutal missions from the archives you wont' get any contributions toward the brutal 25 achievement. That much is fact. So there's something going on, the above conclusion doesn't seem that much of a stretch.

It wouldn't surprise me if the secret achievement is upgrading to Heart of the Swarm. I can actually see this happening.

The thing is we dont even know what achievement is that last 10 pts. Maybe they just wanted to make it a nice, round, even hundred..... none of this 90 stuff.

After looking through all the game data very thoroughly in the editor, I have seen no achievements which could possibly be this missing 10 points. This is probably, as many have already suggested, just a bug.
