i would identify two (rare) reasons to prefer a dub to sub
1) use of english contributes to the setting in a way that japanese cannot ('mafia accents' in baccano) 2) over the top dialogue or banter that is more enjoyable to hear than read (panty & stocking with garterbelt, gurren lagan)
That's not the point, the point is that Roffles and Bly and bunch of others were the ones who kept or at least tried to keep the strategy shitposts at check through sheer heroism. Now that Neo will try his own way through banhammers and law, like Harvey Dent+Gordon did, Roffles had to be driven away.
Roffles is Holmes. Rude, surprisingly observant, and apathetic of the feelings of others. Cheep is Watson. Mature, cultured, sophisticated. He takes the surgeons knife, inserting his digital (get it?) counterargument thoroughly and without wanton destruction.
The difference is, Cheep only wishes that he could be a 19th century european white male.

What is dead my never die.
But rises again stronger and harder.
Always preferred these words to "We do not sow"
And House Mallister is OG with a fucking eagle as their sigil and "Above The Rest". Apple Pie confirmed.
Who's the Joker in this analogy? And Harley Quinn?

That's the main thing that keeps from really watching anime, it's like "I have to pay attention for a whole 20 minutes? Fuck this bullshit" so I only really watch an anime when I'm like, really up for it.

panty and stocking episodes are only 10 minutes each (2 episodes released at a time in 20 minute blocks), you have no excuse

Oh I watched panty and stocking, that show was the fucking jam. It's mostly the more dramatic ones where I question if I'm in the mood to focus on the subs for 20 minutes

There are a few that are universally agreed to have better English VAs than Japanese, even by Japanese fans. It's not unheard of, just uncommon.
When I first got into anime the first few I watched were dubs. I think Death note/DBZ and a few others. First sub was Cowboy Bebop for me, and now I watch mostly subs. Although I don't really care too much, whichever sounds better I guess.
