No, terran is not the race winning the majority of tournaments, dominating so that even foreigners consistently beat Koreans. This is looking at changes that could make the game more even and more exciting to watch.

Vipers *are* outranged by both forms of siege that shoot up. Vipers also exist in part because tanks do, i.e., those things that outrange all Zerg ground by a fair margin. Ghosts are not in the same relative position to lurkers. They also come out later, and are more expensive on gas and supply.

I really dislike the present snipe. Sure, it is more energy efficient than the one that countered every zerg unit (except zergling) but it feels like it does not do it's function properly. Except against ultras, but everything counters ultras anyways.

So snipe really seems underwhelming a lot of the time

The 3rd law of motion should have the viper being slung into the direction of the abductee so that there is some cost to nullifying a unit.
