They might have ? They absolutely butchered it and I don't know which Z will be able to win a convincing series against a top KR Terran. With the accumulation of minor patches between the two iterations of the mine, no way this makes the mu fair.

I can understand some frustration about it I guess It kind of feels like Thors were balanced around being retarded tbh. I mean, when they actually shoot at mutas, they just annihilate them. I don't know yet, but I strongly suspect that one will be reverted at some point, it feels really powerful.

Might have spoken a bit out of frustration here -I really don't like this patch. I'm not even Z but I have to sympathize with my Z fellows because the adaptation time will be REALLY rough. Hopefully, they find a way in the end, but they'll definitely suffer horribly.
