For every second the locust lives, it can advance 2.625 on creep. 25 seconds of lifetime means a locust can travel 65.625 on creep before dying. So you can burrow the swarm host way, way back and still have the locusts hit a target. Doing something like reducing or removing the Enduring Locusts upgrade would be a way more effective nerf; 10 seconds of life for the locust is equivalent to 26.25 of range lost for the swarm host on creep, as well as give the swarm host assault a cooldown hole. Why would you ever build a single swarm host if this nerf took place?
