I think the biggest contributing factor to why games tend to get stale is that it is just too easy to spot incoming attacks. If it is easier to stay defensive and defend against incoming aggression it is not really worth it to get aggressive. On the other hand if defending is difficult and if playing passive is actually going to hurt you in the long run because at some point you might miss an attack and take some damage it makes sense to invest into some aggression yourself so that you can start trading blows instead of just being on the receiving end. Terran doesn't really gain an advantage from this. The only time you can really afford to mass scan is when you have more than 5 orbitals and before that it's actually the other two races having more map vision through observers, pylons, creep, overlords. All the races can just adapt by sending scouting units around the map. Well I don't disagree with that it would be more advantageous to better players but what happens if terran makes one raven late-lategame. Observers are useless, overlords aren't used to spot movement at that stage, neither are pylons. Creep is cleaned up with raven support all the while terran can always scan to check without really losing anything. With the maps we currently have in Sc2 it's actually very hard to lose track of your opponents army. Even if you lose an observer it still gives you information and you can compensate by sending out some Zealots. Good Protoss players will constantly build Pylons around the map. if you lose an observer, it's gone and you won't be able to monitor their movements until you suicide something to find out. So in other words, terran gets free vision while the other races don't.
Not really, CREEP gives free vision. Terran PAYS 270 min per scan

How stubborn can you be? Building more than 5 orbitals is not free and it gives you temporary vision only just like a dying observer. If you are really scanning constantly you will lose mineral mining. So it's just like a dying observer and sending out a single Zealot or Zergling can hardly be considered a big loss. Also it feels to me that you just don't know how to manage your observers correctly.
