Trouble with that arguement is U.K. should then get 0 spots germany 1 sweden 1 ukraine 1 USA 1 and korea all the other spots.

No! That's not how TvZ works at all T_T. If you want to take that 3rd quickly then you need a lot of lings fast to take down the rocks. If you're going to build that many not-drones you might as well not do that and just really quickly saturate 2 bases instead. Better for your economy and still perfectly viable imo.
It's much better to play something viable over something that, for it to be viable requires you to do something really shonky and actually not that viable at all.
