massing phoenixes is pretty common when you are playing against a player going phoenix too

You only go mass phoenix in stargate vs stargate. In any other situation you would transition out of it, but in stargate vs stargate... you can't.
That's my limited understanding of it.

I feel like it's mainly because it's Entombed and most people seem to figure it favours protoss with the quick 3 base being very easily defended with force field, which tends towards PvP. I guess the BW guys aren't really advanced enough in SC2 skill to prepare a sniper just yet.

yes, or just fly one phoenix over it and splash onto that if the zealots would die too fast.
