For whatever reason it doesn't seem to work/ the players don't seem to be able to actually do it. Also, the lack of Mutas makes upgrading air much less viable than upgrading melee (for ling/festor), so Ultras can benefit from the armour and attack upgrades easily. Doesn't make sense since Broodlords DPS comes from the spawned broodlings which are upgraded from melee and carpace, same as ultralisks. The initial broodling hit is from air attacks.
But more importantly, zergs don't go broods because of immobility on maps like TDA and Entombed.

I think it's situational based on the enemy's unit composition and their ability to recreate units that you need vikings to counter. I thought it was extremely smart when Byun landed them to form a wall to block ultralisks from running into his army but I've also seen people land them behind in a flanking maneuver to hit other units

Zergs go Ultras vs T for the same reason Toss go Colli, Archon without storm vs T; the transition is smooth. Theoretically, there will be a vulnerable time when you have just infestors, corrupters, and a mish mash of units if you're going for BLs. Again, theoretically, Ts could kill many, many Zs with the right attack timing. This is very bothersome for a conscientious Z player who never wants to flip a coin and pray (just like many tosses don't want to pray while storm is being researched, or collis are being switched to).
