No it isn't, read the rules.
"3. If two teams are set to play and a player is missing, that team will have five minutes to find a replacement. If no replacement can be found, a referee or admin will join the game and leave at the start, and it will be 3v4."
As such, there may be an advantage to just get 3 people as they will have a much better economy.
The rule should instead state that if you cannot get enough players, an AI will be set to replace the missing player(s).
