In Korean tournaments (Proleague, GSL, etc.) near the player names, there is often a letter for the player's race with a number next to it (Z11 or P7 or whatever). What does the number mean?
Starting position of the player on the map as placed on the face of a clock. Top center is 12, bottom center is 6 etc.

As toss, once I get saturate my natural and main in about 12 mins odd and go for a push vs any race , what is the ideal no of military buildings to have - Like 12 gates + 2 robo + 2 forge will be enuff to constantly sink in the gold?

Is it allowed to bind left-click to mousewheel so you remove units faster from a control group and cast abilities faster?

How many workers should I have at each base? I usually make select all the workers at 1 base and if there is exactly 24 I stop making them at that base, is this the best amount?

2 on each mineral patch is considered "saturated", where anything more won't proportionally increase the income. But you can still have as much as 3 pr mineral patch, to a total of 24 (+6 for gas). 30 on each base is max. But there could be situations where you'd want more if you plan on expanding, so you can instantly saturate both bases once you move out.

The simple answer is that it has never been confirmed or denied by Blizzard. The tournaments could have their own rules on that.
The upside - in practice there is no real evidence that it's illegal. You can map one key to one action, that's the rule. Here we map one scroll (moving scroll wheel one position) to one action - left click. You don't need to change drivers a lot of the time to do it - some hardware has it built in. One more fact - progamers sometimes use this.
The downside - it's considered a trick/cheat by many. Basically it's because you can scroll (well, click in this case) very very fast. I remember Stephano comment on this on his stream some time ago, and he said he'll sometimes use it in games on ladder but not in tournaments.
My opinion - yeah, I know you all want to hear it - Blizzard didn't comment on this because they don't consider it a problem. I would be extremely surprised if they started banning people based on this particular trick. But as always, you use it on your own risk!
*Apologies if I missed any important information, I really did research on the subject, as it interested me personally.

If my opponent opens 1 rax FE in a TvZ, what time will the first banshee finish? What about CC first or reactor hellion expand?

How do you do that? Is there a way to do it within the game or do I need to mess with my mouse driver?

Here's the Protoss unit production calc, keep in mind that if your macro isn't perfect, adding additional gates may well be needed and worthwhile. Also, additional gates beyond what you can "support" are often added on, so as to be able to warp in reinforcements if you won't have time to get robotics units across the map.
An example of a highly refined 2 base would be Parting's Soulful Immortal 2 base, which is 7 gate, 1 robo.

There's no way to do this in game. The way you do it is to bind your "scroll up/down" to, say, numpad 3. And then bind numpad 3 to whatever you want in game. Most gamer mouses these days have an onboard memory so it will still work at tournaments and stuff without installing a driver. I don't find it cheating either, but then again theres not much you can earn on it to begin with tbh. The only thing I can think off is infested terran launching.

I don't use the trick either, but actually, the original post got me thinking about one more use - de-selecting units faster. I played with it for a while yesterday and it was pretty neat. Example: You want to send 20 lings to defend but leave the rest in main control group, and save the main control group without the de-selected units. Normally you would have to a) click 20 times to do it, here you scroll much faster b) drag 20 units, but then you can't easily remove them from control group
Basically it was really nice for a ~30-year-old-guy like me and my hands, which do not have Korean speed . Plus the infested terrans drop is hilarious if you have like 20+ infestors.
As for how to do this, each mouse driver is different, but if you're not in a tournament you can just use AutoHotkey. Just Google and install it, then save this script to a .ahk file and run it, all of course at your own risk!!! The script: + Show Spoiler + SetKeyDelay,0
#HotkeyInterval 2000
#MaxHotkeysPerInterval 3000
+wheelup::SendInput {Blind}{LButton}
+wheeldown::SendInput {Blind}{LButton}
wheelup::SendInput {Blind}{LButton}
Wheeldown::SendInput {Blind}{LButton}
!x::Suspend
Important things: 1. In the script it turns on/off mode (normal scroll vs left-clicking on scroll) by hitting Alt + X, you can of course modify it in the script. 2. In the SC2 Controls options turn off "Mouse wheel zoom" option - it can interfere and you don't want to suddenly play zoomed in. 3. The script still uses the rule one key - one action, so it should be all good with Blizzard policy, but if you don't like it don't use it of course.

How do you attack SCVs that are building? I send my drone to attack the SCV specifically but then it stops once the SCV moves to another part of the building to work.

If you right click the SCV then shift+spam right click then the probe/drone/ultralisk will follow the SCV round the building.

How long vision range do unfinished buildings have? (constructing CC, Hatchery morphing, Nexus warping etc.) Is it 9 - same as all buildings except for the ones mentioned in vision on liquipedia? Or is it different?

Did Blizzard say somethingn about NOT going back to normal time for HOTS? I thought that want to make an ingame second a real second?!
Is it possible to change the hotkey to select every worker (strg+f1) to alt+f1?I cant find the setting...
I saw pictures of a UI Editor, did they remove this feature?
