Actually, you can very easily E twice when you E max first. Frost lasts 4 seconds, so you can R -> E (E on cooldown) then QW. Q stuns for 1 second, and each tick of W applies Frost. Realistically if you have 6 seconds cooldown on E you can easily apply another E to your intended target.
It's really weird that E can be used a second time so easily now - it used to be very difficult due to the flat 11 seconds cooldown. For a while I thought E was bugged and applying Frost by itself.

But going W > E > Q is a bit questionable. The way I see it, Q has to be maxed second, because you desperately need the lower CD on your gapcloser. On choosing W and E, E offers a lot of CC and damage at long range while W requires you to stick to your target. I don't know if you like playing devil's advocate or something because you always seem to support an unpopular opinion that no one else holds. junglers need to max whatever skill helps them clear the jungle or else they'll fall behind in levels and do jack shit. w does just that and maxing e would hinder your clear drastically. whats the point if you're say level 7 with maxed e instead of being level 9 with maxed w? maxing e is dumb. you seem to be the only sejuani that does it since I can't find a single sejuani that maxes e on http://www.probuilds.net/champions/Sejuani
Hmm OK I'll try W maxing first a couple more times then. I still think E maxing is good though. Also I definitely do not agree with maxing Q last - that's just plain stupid.

Btw Sufficiency, I think W => E has been preferable on Sejuani for awhile actually. It feels much smoother than the alternatives imo.
