Twitch in that his range lets him hang back, or hit priority targets through the tanks.
MF, Graves, Sivir and Ezreal weep (although Ezreal can keep running contrary to these three).
Corki used to thanks to his passive scaling off crits (crit+triforce proc was like 100+ true damage) but I have no idea now, plus Phosphorous Bomb got raped with the changes (introducing a cast time is big when it comes to kiting).
Not sure how Varus fares with his %HP damage in the late game, since they'll have MR.

Kog'Maw, Twitch, Tristana, Jinx, and Vayne
Kog'Maw especially. He RIPS through tanks like butter. He's just super puny in lane and very susceptible to assassination

range isnt only safer its also more dps you can start shooting earlier you have to run less = more dps uptime its not pve you are moving so being safer = more time to do dmg

Kogmaw kindof depends if you can kill the tank during w hes awesome if you cant kill him during w uptime kogmaw might even die, disagree with twitch you cant really kite with him you usually prefer opening on squishies would add ashe into that because shes fairly safe, but "tanks" depend a bit which tank you are talking about

I like lulu mid and I like graves. I don't like lulu mid and graves, really feel like orianna or jinx instead of one of the two would have been far better here.

Yea, had Jinx been banned then maybe I could have seen Graves, but with Jinx free there's absolutely no reason to pick Graves for that comp - you get the massive aoe execute, but with a safter laning phase against Caitlyn/Karma, a better lategame with the ability to push down towers quickly, and massive aoe ranged autos.
