No, veigar should definitely be played with using Q to harass enemies. If you use Q to CS you get 1 AP/Q. Which is worth about 21.75 gold by amp tome costs. But using Q on the enemy will generally mean >1 extra CS. Especially if you can force your enemy back or prevent an all int. 1 CS is ALSO worth about 20 gold, except that that gold got you closer to completing your big items which you desperately needed to be effective
That doesn't mean you shouldn't farm Q when no one is around and you have plenty of mana. But you shouldn't be too concerned about it if you can trade instead
