Riot never liked Soroka being used just as a heal/mana bot. They never wanted that. After the whole locket issue, they wanted Soroka to be a battlemage-type champion. Their attempts at reworking Soroka were always a bit lacking due to them not being able to find a compromise between her heals, and her power ratio. There was a time where mid-raka was a ridiculously difficult champion to handle because of this. They overpowered her Q in an attempt at making people play her differently. This is why I really disliked when they added armor on her heal. It was just a temporary fix because they killed the rest of her kit due to her dominant mid style. It's really interesting what they've tried so far, but she never felt fun to play with or against for most people. This new rework is attempting to combine both states. I admit it is a bit generic, but it seems like a good compromise right now. Her ult is still the same because that IS Soraka's signature spell. It will probably never go away until Riot admits that the spell itself is very uninteresting and needs to be changed in some form. The problem is they would have to remove that spell entirely while keeping Soroka players feeling like it's still Soroka they are playing. That's really really difficult. It may happen in the future when they have a different idea, but the core identity of Soroka does revolve a lot around that ultimate being what it is.

RIP Pantheon was definitely true

why has the prince of darkness forsaken us? The Talon change is fucking stupid, they could have just like increased the cast animation for it, and decreased the range a little. Sort of stupid that it's called cut throat, and it doesn't silence...

Frankly i fail to see how a weak champion not known for a kit that has high lategame synergy can be given marginal lategame buffs (wooo an extra 48 AP at 6 items) in exchange for removing the single timing advantage that he had and expected to be OP

He stomps maokai for example, and he gives ryze a much bigger run for his money than most melee tanks. How the hell does he give Ryze any trouble? Like not trying to come off as rude but he literally has to run at Ryze, so Ryze just QWs him and walks away. Basically every ranged champion beats Garen.
