What?
Lets assume you are player C. Assuming player A's harassing activities are not changing his own ability to play, you are not affected until player B leaves/tilts, which, by the way, is not a given (for instance, if player B was me, or hopefully any pro player, otherwise a very insulting Fabby would be a valuable commodity).
The best analogy I can come up with right now is those Dutch Cartoonists that drew pictures of Mohammed a few years ago (player A). Everyone (player C) was unaffected until some radicals (player B) started rioting and looting and threatening terrorist attacks.
You are completely evading this question.
Did player A affect player B's gameplay or not.
Player B's tilting affects player C sure, but that is not what we are talking about.
You can't say that chat doesn't affect gameplay unless you can say that, in the above example, player A is not adversly affecting player B.
Sure, but only because they let them. Anyways, I thought of a better analogy:
Public High School, hallway, passing period, perhaps right before lunch. Girl 1 calls Girl 2 "a slut". Girl 2 proceeds to pull a knife and stab girl 1, 3, 4, 5. School then implements pat downs at every door.
Riots system: Girl 1 expelled (new idea is to temporarily send them to another school until you sort out the expulsion). Girl 2 suspended for 3 days.
Ketara's system: Blame Girl 1 for making your high school into the TSA.
Do you see the problem?

By the way, this is one of my main problems, is that Riot basically refuses to police champ select (or does so extremely meagerly) because it DOES affect gameplay through team comp, etc.
Why aren't both blamed? Girl 1 is blamed for her action, and Girl 2 is blamed for her action. Also if you want to take out the hyperbole in your example a better analogy would be the girls in gym class playing volleyball and Girl 1 calls Girl 2 fucking shit player for missing a serve and Girl 2 gets upset and doesn't want to play anymore.
Both are at fault but the easier fix to the problem is to stop Girl 1 from being a giant douchebag.
Both should be blamed. The point is the current system only blames Girl 1 in most cases (I disagree with your Vball/ease of punishment POV, but that is minor).

I'm sorry not everyone has 5 feet skin of steel like you
arguing that chat does not affect gameplay when it's a fucking team game is just retarded. sorry.
Its not about that, its about the hierarchy of punishment. Actions>Words. This is how normal societies work.

ok so as far as I can tell, having 40% cdr on the pbe hero gives you 100% uptime on double statue(as long as not using it for a turret, then it's just 100% uptime on 1), attacking at the speed of Triforce + PD at a .7 ratio, seems legit.
the problem that I see is his laning is pretty weak before he completes his first item (which I'm guessing will have to be athene's or Morello)
if you max W you don't get 100% uptime on a statue until rank 4, E is the most damage and best cdr per level but your body is the projectile so prob last, so Q is prob the best damage for in lane harass however even if you max it first you can't move a statue twice in it's duration until rank5 + 33% cdr
so basically the way I see it as he is on the ptr today, he's weak as fuck until lvl13 + 1 20% cdr item, after witch he's bonkers. all paper I have not touched the ptr, so take me with a grain of salt or at least your own judgement.
He is a mage according to rito. He seems to have an absurd ap ratio as of now. The fact that Q can be stacked up to 3 times makes his Q potentially one of the highest non-ulti damage spell in the game. He's also got the 0.7 ap ratio on his auto attacks which is almost a diana passive every auto..
Also Azir continues the 'Displacement' theme. Every new champs these days has a knockup or displacement. Getting a bit ridiculous.
A double passive seems bullshit too. That sun disc thing is like 100% unnecessary and just adds a whole new level of annoyance for someone who seems like they are going to be super annoying anyway.
The ranked restriction thing is beyond retarded, there's been people who havent flamed, get stomped hard, shit happens. 10minutes later one of their teammates tells you to report them because they've been flaming all game in allchat, just because they lost lane. Mid reporting junglers for not passing up blue etc. So many people will be prohibited from ranked for no reason at all, this is gonna be fun.

Comparing the last 10 champions released to the first 10 released in 2012, there's only been one more recently. What exactly is the problem with displacements anyway?

Except that they have a system to identity false reports and people don't just get chat restricted for no reason.

eh. I really like his passive. it's certainly really unique and adds another cool element of gameplay.

I've gotten those notification messages about being reported for bad language when I havent even said the word retard and only have said 2-5sentences total in the entire game. Great system.

I'm also wondering if Azir will be a legit jungler after release. For me it seems like you can play him top as some kind of bruiser and AP mid mage as well, just in theory of course.

"when I havent even said the word retard"
Can't tell if this is serious or not.
I often ask, in a nice way, if people are retarded in many of my games, out of pure curiosity. In the games where I'm actually nice and dont even mention a word like retard, I get actually reported for offensive language. It's hilarious. I'm also not the only one, people report you for anything if you do something they don't agree with, wether it's good or bad.

That is totally reportable thing, at least for me, asking people out if they are retarded deserves to be punished. Also I have no idea how do you "ask in a nice way" about that.
