Honestly a minimum duration silence (putting the silenced spell on x amount of extra CD) would be pretty good active. Can interrupt casts but you won't disable someone. Plus it'll be delicious mechanically since there will be people who could silence extremely short cast times.

Nearly every champion has cast times. You could use it to put a champion's dangerous spell on CD for a little while, making trades more favourable. But you'd have to both bait the ability and execute the silence perfectly to get good use out of it. Maybe that item could then be upgraded to put a champions last used ability on CD for a while. Would be really useful vs ganking junglers, and it could be used really creatively.
I do think it's a bit OP compared to most items atm, but that's really only because LoL item actives are boring as shit. Items can't make plays in LoL. Maybe the cost of having the active would be pretty big, discouraging people getting it in every lane.

Most of those short cast times a .25 seconds, which is about average human reaction time. So for a lot of people it would be absolutely useless because they literally can't use it unless they are mousovering and spamming the item button.

Problem is, the same items that shut down Renekton and Zed shut down AD Carries pre 5 items. Gone are the days of rushing chainvest means you win lane against garen and talon, but still feared corki or ezreal. So given the current balance and design goals, that item would be quite silly.

Her damage still hurts squishies a bunch, it's just she can't do that without items to people who've been spending gold on MR.
Also I think he meant "Renekton brings more during teamfights", which is arguable. Sure he's not going to outsplitpush Vlad anytime soon, but he's got more damage and zoning potential than Elise once 5v5s erupts and she either builds tankier or dies (or is fed as heck).
