i think right now their plan is to test skarner with a level 1 E slow of like 50%+ so it's not completely useless with only one point.

They don't rework champions just because they're too weak to be viable. They do it because their kit is poorly designed and not as fun as they imagined. You can judge that by whatever metric you want.
Also buffing a poorly designed champion with increased numbers may make him more viable in the short term but it doesn't mean it'll make him good for the game in the long run.

This is the theory, but its really not worked out quite that way in practice IMO. Olaf's rework seems to have been a good example. He still has too high of a skillcap for normal players. When he was played by the pros it looked like he was going to be bad, they buffed him to slightly strong, then nerfed him out of real relevance, all with tiny numbers tweaks.
Or look at Eve, not that I blame them for having trouble balancing a stealth champion, but the reworks never really address the fundamental issues with the balance. And really, one of the main fundamental issues is Riot's desire to flatten every champion's power curve.
