They generally do, though.
with the new spirit stone?? r u real?
champion dependent (athenes rushers not as much) but in a great deal of cases the new spirit stone makes this an untrue statement.
the other half of the coin is what the other team does, I pride myself on being really good at mana management / auto attack cs compared to other mids of my level, but if they get blue with something spamable (like lulu) and just abuse the fuck out of me with it, I pretty much screwed without blue myself.

Nah. Junglers don't need blue to clear due to the new spirit stone items and prevalence of damage/clear focused junglers. Presence is more important than power in ganks and the gank power of CDR isn't particularly strong.
Even if mid is losing they're going to need to have blue in order to clear, push, and survive in lane against another mid who has blue.
I'd say second blue helps Amumu a lot, actually. Spirit Stone does not actually mean you will clear without losing any mana or health, by the way. It does not work that way even for Amumu who has the E passive.
Also ult cooldown. It's pretty important for champions with long ult cd like Vi, Amumu, Wukong, Sejuani, Malphite (yeah, going s2 there), etc. not so much for WW, absolutely unimportant for Kha'Zix.

The problem with the ult cooldown arguement is that it can also be made for laners. In fact it's more important for laners than for junglers because laners are sometimes forced into a fight while junglers can often "dodge" engagements.
Junglers don't want their second ult for Jungle skirmishes, they want it for ganks. Having an ult sooner for my laner sounds nice, but having another Vi ult sooner sounds pretty nice as well, and it can help whatever lane needs help.
thing with bluebuff is that there are enough strong mana items for mid laners. There are a bunch of mid laners who are exceptionally better with it. But the same is true for alot of junglers. Also there are enough examples of very good junglers either taking buffs and giving buffs and both options make sense in a given situation and matchup.
In soloq I found a good way to go about this as a jungler is to just do the buff and when my mid makes an effort and times everything right then I give it to him. When he doesn't then I just take/smite it. This is efficient and fair at the same time. In the other hand as a mid laner I often tell the jungler to just take the buff when I don't directly need it. Alot of junglers scale just as well as Mages with items.
Also think about this: you sometimes increase the overall gold gain of your team more if the jungler takes it because he gets his farmspeed up, while a midlaner allways gets the same amount as long as he has tight mechanics, does smart rotations and the right itemization.
Well I personally haven't really needed bluebuff to waveclear at midlane, I guess it depends on what you play though. I do rush Athenes on everything so that might be a factor
more seriously, I usually start blue buff the moment it respawns, if the midlaner is here i have no problem giving it to him, I just take it if he is not here, them getting 3 more cs is not more important than my time so move your ass when i'm around blue and it's yours
Watching Curse Academy play reminds me that there is a real possibility that Curse will need to play relegation while Curse A has a chance for LCS promotion. I wonder what will happen if they do meet.
In a hypothetical (but still foreseeable) scenario... end of this season of LCS it was CURSE6, EG7, and XDG8. The 3 challenger teams were LMQ, Crs A, and C9T. Further suppose actual strength of the challenger teams are LMQ > C9T > Crs A... would Curse choose Curse Academy for relegation matches?
