It's the exact opposite of how Cait will remain relevant forever because of her AA range.

It's the exact opposite of how Cait will remain relevant forever because of her AA range. Jinx's kit is incomparably better than Sivir's except when playing in magical PvE land

My rarest was Magnificent TF, but I think my favorite so far has been Dragon Tamer Lulu.

Riot gives them crap base values and strong steroids to make up for it. It works for awhile, but the champs ultimately scale worse with items.

The latter half of your statement is exactly what causes so many freshly buffed champions to get overlooked. A champion does not need to be well-rounded to be played. There's no such thing as "didn't really address the things that keep her from being picked". Lopsided champs that have specific strengths can be strong enough to be played--if the champion kit is strong enough as a whole. In practice, Riot tends to try and avoid doing this because they prefer much more balanced champion design, but it does not preclude major buffs/reworks resulting in very lopsidedly-designed champs being very strong.

her teamfight selling point (apart from her ult aura, which in its current iteration is actually quite valuable as a superior shurelias - and shurelias is rarely affordable these days) is strong damage to multiple targets to compensate for her short range, but she is notably exceeded here in some respects by graves, who has more up-front burst, more tankiness, etc. however, she remains unique in her capacity to output sustained multitarget damage, and i think that she also fits very well into aggressive hard engage comps with her massive movespeed aura and improved burst between q and the new w. while varus and ashe fit engage (and pick, but that's not a niche that sivir is competing in) comps by bringing their own hard initiation, sivir brings big damage and vtec just kicking in yo, which can be more desirable in the many comps that don't rely on the ad for initiate or no longer need to with sivir's movespeed buff i'm also not sure that sivir's laning against anyone but cait is as weak as claimed by some, and having a tough lane against cait isn't uncommon at all. this is an area i'm fairly ignorant on, though, so i'll defer to the more knowledgeable here on a more personal note, the current sivir reminds me strongly of orc speed scrolls in wc3. using huge movespeed boosts to disrupt positioning and compensate for short range can be astoundingly successful

While I agree, there's a level of lopsidedness where strengths don't make up for weaknesses, especially in a high-coordination environment. Sivir's high damage output does not, in my personal opinion, make up for her very poor range and fickle defensive ability. From personal experience and watching streams, Spell Shield seems to do nothing or eat a random AoE as often as it stops you from getting CC'd, and once teamfights break out chain CC basically negates it. While yes, lopsided champs can be very strong, I don't personally think Sivir is one of them.

That it's fine if a champion isn't 100% fully well rounded. Champions that have specific strengths can be utilized by people who know how to take advantage of those specific strengths. Most players look for champions who are "generally good" because they are fine in all aspects. When champions are buffed in their specific strengths, they are often still overlooked because people still won't look to capitalize on those strengths. At least, that's why I got from it.

You don't even have to kill enemy mid-laner(though doing so is always a good thing) to be ridiculous. Clear wave>take camps while losing little to no mana+health. It's just insane how efficient she is at clearing camps. Oh, and then there's the roaming aspect. That's kinda cool too. I will be shocked if she isn't all over the place during season 4. Diana is very very very weak in lane. You just havn't played anyone that punished you for it.
