You get 4 charges instead of 3 if you upgrade but they also removed the 40% damage reduction, which is arguably more useful than an extra charge especially considering that it's harder to proc your passive now. There's a pretty big change to evolved Q you aren't acknowledging, now it does 8% missing health bonus damage even if the target isn't isolated and can be increased if they are isolated. I agree W got hit hard. Didn't realize they removed the damage reduction from R, that hurts a lot. It's a nerf, no doubt about that, just harsher then I thought.

People will probably evolve Q over R now.

on assassins, you can dive earlier. without GA you usually have to come in at the mid/tail-end of the fight. when you can come in earlier and rely on your team to follow behind you it makes you much more of a threat. also depending on your escapes you can get out in the middle of a fight and then rejoin it later, very useful on someone like zed or kha'zix.
on carries it makes you less of an appealing target versus assassins. if they dive you, it doesn't matter because your team will collapse on the assassin and then protect you as you get up. it's less useful against AoE teams and marginally useful against teams that are focused on exploding one person really fast depending on the composition. on APs hourglass is usually more useful.

Kha'Zix's Q upgrade is a buff. You always do 8% of missing health, and it goes to almost 12% if they're isolated. They wanted to make it more attractive.
I think losing the passive on W is a bit harsh. Letting him poke you down so hard was pretty damn dumb, esp. for an "assassin", but it's giving him a sure-slow and the ability to spam it without Tear (effectively buffing his early game if people choose to go that path, but I don't think they'll switch since Muramana's toggle is so stupidly efficient on him and Jayce), making him better at chasing and running, which can be equally annoying (but then again I'm biased by Talon's and Pantheon's lack of prowess in that department, except if Panth uses his ult, so Kha and in some way Zed are still way higher than the previous "norm" in that regard), in exchange of his poke (and AoE burst) being weaker. Makes getting resets harder, and softening targets take longer (he can still do it, he'll just need 1 or 2 Ws more). Can't be bad if it forces him to rely on his team more when it comes to getting resets.

so, i think kayle ult might be bugged a bit, or new champs are just OP as shit. i use it on someone, lissandra ults them and they take damage and die anyways when they're supposed to be invulnerable. >_>

I don't know. People haven't been building Nashor's on her lately because it's pretty mandatory for her to get her AP/defense items so she can start going all in. Although it syngergizes very well with her, I think it'll delay her core items (Zhonya's/Abyssal + Dcap) too much, especially with the price increase . It'll be great for solo queue though definitely.
And how could I forget about Teemo as well.

We’ve increased the initial spawn times of jungle creeps to get rid of the frustrating experience advantage players could get by killing certain jungle monsters before laning phase begins. This was a much requested change from a lot of pro teams around the world, as the only real counter was to switch lanes or to try to prevent it altogether. The other changes are to reassure junglers since they’ll feel like they’ve “lost” a full camp clear since they won’t be able to start wolves or wraiths before heading to their buffs. So Elder Lizard and Ancient Golem will give more EXP, and jungle camps will spawn a little faster. Faster spawns will also help some champions who have exceptionally high clear times and want to just stay in the jungle. (Source)

We need some Monte math on this to see how much more gold you can get out of the Jungle with these changes.

It's only taken them like a year to fix bottom lane's blue side advantage. So that much is good. I have a feeling that making the small camps respawn 10 seconds quicker is going to have a much bigger impact than they expect though.

It's definitely going to boost most mid laners ahead of everyone else since they'll be able to farm wraiths much more often.
