Well they're retarded for trying to design supports that have such farm-dependent utility.
The problem is still that leftover design philosophy of certain supports as "AP carry lite" that also led to designing "support" items that invest massive amounts of gold into AP (e.g. Morello's) that nobody buys because of it.
Actually, you know what, the problem is the idea of designing things *for* roles in the first place. Design cool champions. Let players figure out how they should be played. If they're good and fun, people will figure out the best place for them.
People do that anyway when Riot mis-assigns roles to a champ's kit, it's just that deliberately trying to shoehorn X champion into Y role limits your design space.

Playing with low elo friends has always been loads of enjoyment for me. If it doesn't send me down a nostalgia trip, it provides some of the most lawlzy entertainment just through the random plays, builds, and general logic of players.
Like that same noct built sotd when he was behind and never actually used the active. And his logic behind buying it was "it works some games."
That's beast right there. It's like monte's friend who swore on building MBR on akali back in the day.

Wouldn't an early stinger into late zephyr be better for your shyv? It would help a bit with your clearing and dragon form as well. BoTK really doesn't have a place in most champions builds, I think thats the big problem with the item. ADC's should be staying very far away from it for the most part because the BT simply scales better with items like pd and ie.
This leaves ad assasins who benefit a lot more from the BT because they need it for the scaling on their abilities, not for autoattacks. Lifesteal is a nice bonus for staying involved and healing up, but the real reason your Zed's, Talons and Mantheons will buy it is for the 100ad to scale on their abilities. BoTK just doesnt offer that at all.
That leaves us with bruisers that autoattack a lot and dont have much need for AD scaling. That list is Jax, and very, very, very debatably Lee Sin (he'd benefit from it because good Lee players get a lot of autos in, bad ones don't but at the same time BT's still better for him.) Jax won't be building a BT, but I'd argue he should be building a Gunblade and not a BoTK. The sustain and stats for the small amount of extra gold it costs are a lot better. The final piece to this puzzle is that the mobility of Lee and Jax means they won't be attacking tanks they'll be hitting squishy backlines thus making BT/Gunblade more attractive of an option as the targets wont be over 1500 health by the time either one gets 1-2 Autos on them after they open with a Q to gapclose.
All in all BoTK is really cool, but at least in my eyes completely worthless for every champion in the game.

I don't play Shaco, but I think the wriggles route is the better option. Shiv is good enough to split push, and I feel like that route is the better option for a potential 1v1.
