When you add in Muramana which applied to His AA, Q, W he can't really be balanced properly. You can keep nerfing Q,, but then he will eventually be the Midlane Poppy.

This won't keep him from becoming a late game monster though.

They've said before that they want Annie to be their base line mage. Which was believable a year ago when she did see some play but is pretty unbelievable now that no one plays her and every champion out ranges her.

She might as well be manaless right now. You're never gonna run out of mana outside of lane phase and I rarely have any mana issues before first blue. And I don't build any mana on her lol.

Riven. Base Mp5 is now 4.5 (down from 9.5) Dang. First you nerf her health regen and now her mana... riot pls.
Talon disperses a ring of blades and becomes invisible for up to 2.5 seconds, gaining 40/7 % Movement Speed. When Talon emerges from invisibility, the blades converge on his location. Every time a blade passes through an enemy, they receive 120/170/220/85/100 (+0) physical damage.
Pros only get 3 points in R anyways.
Other than that I like the buffs to manamune, the revert of udyr's nerf (People complained he could carry oracles forever and was too strong and a week later he sucked and no one played him because he got kited to death by sorakas). Witchcap having Zhonya's ring's passives is interesting. I like that it's not cost efficient.

Yes! a buff to BC is just what I was hoping for...... Wait WHAT? it's as if AD caster isn't rampaging solo queues already. I hope this change doesn't make it live. I'm fine with the rest, especially the riven nerf. It made no sense that her ult would be up everytime you come into lane.

What's everyone's thoughts on Vi. Based on my few normal games with her, I was able to 1-combo squishies with Ult -> E -> uncharged q -> E. She seems really strong, but I haven't seen enough of her to be sure.

I find it astonishing that Riot talks so much about how they don't want ranged ADs building IE first all day everyday, then make changes that seem like they want every AD caster to build BC.

I dont see how the change affects that. He still will build super tanky and be a machinegun lategame (albeit one that does 5% less damage). Ryze is fine, muramana is the problem.

Maybe do manamune/eye upgrades like the boots-- when you max out the mana pool bonus, you can pay some amount of gold for the enchantment? Actually, that would still be pretty broken.
I had an epic moment the other day when it transformed halfway through a teamfight. All of a sudden doubling your DPS is kind of scary.

The Zhonya's active being built into Witchcap has been live since the Zed patch, the only change that happened this patch was to the recipe.

Is everybody forgetting that the BC buff is just a revert? The part that was really causing the issue got nerfed, get over it.

Pretty sure J4's W was just a reword, like most abilities from this PBE patch.
