they should just make the AD portion unique. let someone stack them for Arpen, but they get no bonus AD for more than 1. prevents abuses of it while still allowing getting another for extra penetration.

Black cleaver on any AD burst caster with a gapcloser is preeeeeeetty strong. Even if you are behind in lane, at scrub elo you can ward and just 1-shot any of their carries trying to get jungle farm. In teamfights, you are basically another Eve where you flank from the side and 1-shot both carries and draw all their team aggro while your team then mops up.
BC gives you bonus AD and makes that bonus AD worth way more because of the ArPen's multiplicative effect.

I, personally, don't have an issue with it. I get where they're coming from and just relaying it.
I told my carry to try bruta into bc on graves in a ranked 5. it was ridic. graves high base damage and short attackspeed bursts work very well with that item. the extra health scales well with graves passive. its also pretty cheap.
