Resistance oriented version of Sheen Recipe: Sheen + Glacial Shroud Passive: After using an ability, your next attack deals physical damage equal to 125% of your base attack damage to surrounding enemies. This leaves an icy field that slows enemy movement speed by X% for Y seconds.

Lee Sin... Oh my god
I can't see it being very good on Lee lol. Even if some how it was worth wasting the mana on it, AoE isn't huge on Lee Sin since you usually stick on 1 person. If you need a slow on a single target then just get Mallet.
Jesus christ on Hecarim though.... makes me all happpy thinking about it. I wonder what the cooldown on the proc would be. If you could proc it after every Q lol, my god.
skarner is going to be insane after that sheen item he already didn't really need triforce though the phage was nice. this completely 100% replaces phage lol. it's a good day to be a scorpion (with fists)
nonononono. I don't think a discussion would be super productive here since we don't know the exact stats but we can make a bet. I bet that Frozen Fist isn't going to be the cookie-cutter 2nd/3rd item on Skarner, I bet that it will be very situational at best. And that majority of the time you will want something else. Sounds like a fair bet?
i mean glacial shroud was the best item on skarner, followed by frozen heart, followed probably by shurelia, aegis, sheen. assuming you keep the CDR from shroud as well as the armor, this item solves 100% of his "mana problems" (lol psyche skarner doesn't have mana problems, never has, manage your mana better plz). but now instead of me jumping ahead and rushing phage for better ganks, i can rush sheen for damage or shroud for tankiness, throw down the opposite, and get ANOTHER cc on top of that? yesplz. i don't see this being anything BESIDES skarner's first big item (except shurelia in comp play). then you can get a frozen heart ON TOP of that for more cdr/armor? so then you can dedicate your last items to MR/MS/AS/whatever you want? oh my god sign me up plzplzplz
so what i'm saying is, i will take that bet. i will say it's a core item on skarner/hec, unless the slow is negligible (< 30%)
I think the removal of HoG will make a lot of junglers switch to the Philo -> Shurelyas rush I've been doing on Hec and Skarn. After that Glacial into Iron Fist and upgraded boots. Gotta find where to stick my Bruta on Ponytail for my Indy 500 plays though.
Arcane Helix Item Cost: 2175 Recipe Cost: 500 +400 Health +300 Mana +10% Cooldown Reduction UNIQUE Passive: Spending Mana heals you for 30% of the Mana spent.
Wait what, Phage on Skarner? You 100% sure? I mean it doesn't even stack with your Q all that well. And it's random. And not good for anything. You can fix your current mana problems by Chalice as well, so Glacial is not required. Currently Shurelya's is a generally more useful item on Skarner than Glacial is. Provides the same amount of mana if you stay on the field for 130 seconds, same amount of CDR and while it costs about 675 more, the health is more useful than the armor early game, 30HP5 is very valuable and so is the active. It also has a waaaaay better build path. But yeah, we will see. It's a bet afterall.

Strange item since it'll be godlike on Anivia and Ryze but meh on others. edit: well I haven't looked at the numbers at all so for all I know it could be good on every mana user. That said, if it's good on someone like Orianna then It'll be even better on Aniv and Ryze which seems silly to me.
