He doesn't do exactly like Annie either because a lot of her bursting power comes from the "if Tibbers hits you, the stun will let her QW before you can flash", whereas if Viktor can't kill with ER (or RE) he'll need to get in Q range, or to keep running so his ult can chase and do its AoE. Don't misunderstand, he's very bursty, but his "full burst" isn't something like Annie, Brand or LB do, and the more efficient way to play him is to poke people until RE kill range rather than 100-0 them (which he is perfectly capable of if he can get within 600 range of opponent and farmed well in the midgame). About Kat, she's melee so he can easily Q her when she tries to last hit early on (plus it has shorter cooldown than Q and won't push the wave) and auto her, then when he can instaclear she can't really roam without having her tower threatened, and Viktor is a good (albeit inferior, I'll give you that) roamer himself, so he doesn't mind shoving the wave even before they meet then running and leaving Kat there. | ||

I still donno about Viktor being "bursty". I think he needs Rylai's and he is more suitable for a kiting team. Press R -> 15% AOE slow on the entire enemy team for 8.5 seconds. Press W -> AOE slow + stun Press Q -> spammable 35% slow. Press E with augment -> 4.5 seconds 15% AOE slow. and his E can poke. | ||

Then the magic happened. The opposing team tried to baron, which we stopped with 4v5 and traded 3 for 3, while Graves BDed and got an inhibitor turret. Then we came even in another 4v5 teamfight and Graves got an inhibitor. Then we got the second baron and won. No one on my team had positive KDA except me, although I need to add that I played a 900-Elo level Vlad that game and missed all of my CS, lol. But good news. My 27% Sona is no longer on the front page. w00t. | ||

Period. The problem here is that you calculated Viktor's "burst" with his full duration ultimate. This is unrealistic because the ultimate needs 7 seconds to do the full possible damage. You don't "burst" someone by waiting 7 seconds. Otherwise I say Vladimir is the best burst mage because he can cast (calculated roughly on top of my head) 3 Qs and 3 Es plus an ult in 7 seconds with maximized CDR. That's 230 * 3 + 320 * 3 + 250 = 1900 with 1.8 + 1.35 + 0.7 = 3.85 AP ratio. This didn't even factor in his damage amplification with his R nor his W. | ||
