Anyway, I think LoL provides a good balance between providing players the tools to punish mistakes and giving them ways to play safe/escape mechanisms. I much prefer this over DotA where wards are limited, few heroes have escapes and there is a lot of hard CC, all of which I find leads to more "I just died and I have no idea what I could have done better to survive" moments. It fits much better to my playstyle of minimizing my deaths > maximizing my kills.
As for the flashing between CC, I guess it is possible that when a CC effect ends the game now checks if any spells (such as Flash) were cast and casts them without checking if any other CC effects are still applied. Might be a bug in the game logic, might be working as intended or might just be lag making it look buggy.

It's tremendously more likely to do with latency code than simply not checking for CC.

Why does Riot allow people who don't speak english at all to play on the NA server? Just had a 3man triple Q on my team who spammed korean or chinese or something in my game for 30min straight. Never listened to pings and couldn't communicate with them at all. It's so frustrating losing because I can only talk with 1 other person on my team. Does Riot have some sort of logic behind this? It's essentionally 2v5 + a random 3rd party that decides what they want to do, don't even have majority to control what obj the team does if any.

Because it is the North American server. There are 3 countries + 3 languages principally spoken in North America (excluding Greenland/Greenlandic+Danish). Not to mention there is another continent south of it that has no principal server that adds an additional language (Portuguese).
Edit: Because of this there is no reason I see to exclude any language at all.
Edit 2 : Thank you Craton I wasn't aware of the existence of said SA server. That doesn't change the point however.

I guess I'll just take it to QQ thread if this is gonna turn into a topic about bad players. If they can't speak english, don't play on NA servers because you are gimping any team who play with. If they can speak english but refuse to, that's just as bad or worse and deserves punishment imo. So ya thats my 2cents and peace.

It's no worse than someone who uses /ignore ally, who naturally wouldn't respond chat. If they don't respond to/use pings either, "refusing to communicate with team" is a reportable offense. It's pretty cut and dry.

The server regions is to keep this pings manageable ... neither English, French nor Spanish is native to NA, please report this guy if you see him in game.

I find that Alistar lane destroys Blitz lane unless Blitz gets a turret hook off, otherwise Ali just steamrolls him and his partner after grab np
