By that logic every champion require 0 APM to just sit in fountain AFK.
Realistically you have to actually make the action to lasthit creeps if you expect to play to some level of competency, which I figured was the whole point of this discussion.
currently trying my hand at commentary. Care to review my test video? I know the video is stuttering a little, but I'm fixing up another computer tomorrow that should be able to handle it. I know that I wasn't "in it" at the beginning, but after a couple minutes my commentary flows much better, I think... Anyways, any tips are more than welcome!
To play competently you would actually need to either stop or spam move, each counted as one action, between every last hit. That's at least 24 actions. At some various points you also need to harass and dodge and there's another 6 at least. You're up to 1 action every 2 seconds. Game's getting hard.
Have you ever tried playing with out a keyboard by clicking the spells at the bottom to cast them? I was playing as Janna a few weeks ago was doing great something like 1-1-13, and I spilled like a tablespoon of water in my mechanical keyboard. Next thing you know its just spamming random nonsense so I unplugged it and finished the game with just the mouse. The game requires a lot more actions than you think.

Still possible, but you need to kite a little harder. For Blue side, start with leashing it towards the left side while the AD Carry damages it. The Support generally then breaks the leash by going out of the aggro range and the golems then turn back. Make sure the AD is within aggro range so they don't reset. Then you kite backwards (Marine stutterstep micro!) while the Support damages it as well. Almost the same as before, except you need to kite a little bit more and you take a bit more damage then before.

Just to add to what the others have said, if you're going Gp10 Yellow, just use 8 of them and use the last slot for an armour seal.
Why? 2.25 gold gen is better than 2, since decimals are all tracked.
Has anyone considered opening like... cloth + wards on a support while running full gp10 runes? My idea being, start out with a full gp5 item out of the gate without having 0 armor? [rather, having low enough armor that the enemy's armor pen nulls it out entirely]
Experimentation time...
The extra armour seal lets you break +10 armour from runes, since for stats which take integer values (such as AD, AP) the client rounds it while still letting you start with +5gp10.
i was under the impression that all stats and calculations took decimals. can you give us a full list of where things are rounded and where the decimals are tracked?
Watched about 10-15 min of it, in 3 min chunks spread across the video. The biggest piece of advice I can give is that when you're commentating, have a goal in mind. Why are you commentating? What are you trying to communicate? Right now it seems very off-the-cuff, where you're just describing what you saw on screen. Unless the view is new to the game, they can likely figure out most of the information themselves.
Commentary is supposed to add value to the game. So decide on what kind of value you want to add, who your target audience is, and work from there. Are you trying to add insight and explain what is going on and why players make certain decisions and what they could do better? Are you just trying to make watching a game entertaining and interesting? Are you just trying to explain the game to new players? Etc.

my mouse hand aches after about 2 hours because i broke it twice and never had it properly treated and played frisbee before it was fully healed.

Assuming you play maps close to 5 stars, that's to be expected. But LoL is nowhere close to Osu! in terms of stress on your hands... Luckily Osu! encourages you to take short breaks frequently.
