She fits her role adequately, she's not the worst champion at 0 minutes, and the best one at 60. She's very strong when played correctly, as are all hypercarries. Her early game is just significantly worse and abusable by several very popular top laners, otherwise she'd have been played a lot more before now.

this has been said before in GD, but basically, poppy's entire kit consists of her first 3 skills, and riot had a full champion kit put together. They just kinda slapped her ult on at the end, kus all champs had an ult. It would be nice for them to adjust or simply scrap her ult for a new one (IMO) kus as it stands, I find it pretty silly and makes her a pain to deal with. The rest of her kit is cool, the charge especially. It was the first wall-conditional stun (and still one of 2? they havn't made anymore that i can think of besides vayne's) and i suspect it's the same sort of tech that they used for nautilus' q for wall grabbing.
edit: basically where i was going with the end is that I really like her 3 normal skills, and they work together really well for a high-mobility champ, but there's a sort of disconnect with her ult, where it doesn't totally fit with the other 3.

His malz would be stronger because Regi probably hasn't touched Malz in a year, but jiji's Malz is still pretty bad. Only ones playing Malz with any regularity are two of the Eu AP carries whose names I forget.
Jiji easily plays a much stronger TF than Reginald. Reginald basically spams tournament games as Cass LeBlanc or Gragas these days. Sometimes he'll do Ziggs or Karthus. Haven't seen him on Brand/Annie in some time.

and jiji's cass is pretty bad, at least for the past few months. He can play her adequately but never enough to even semi-carry his team.

How? She's supposed to be a singletarget assassin, which she does by speeding up with W and then using EQ to burst a target down. The ulti synergizes with that perfectly and is supposedly what lets her just 1v1 the target of her choosing.
A change I could see happening if Poppy becomes overpowered is that during her ulti she could only attack the target she has ultid, but otherwise it makes perfect sense to me.

He can't play morg either. Back when she was considered the strongest mid it was a big problem for TSM because they'd always have to ban her even when they had first pick.

I'd just like to say that I've become super spoiled as a jungler by playing shit like Shyvana and Udyr that have 400+ move speed at level 1 with my starting items. Every time I play a melee like Noc or Olaf, they feel sooooooo slow in comparison.
