IMO CV kind of tries to make up for poor ward coverage. There are a lot of situations where you can't have good ward coverage when the opponent is counterwarding meticulously. If you're going to assume that you're always going to have adequate ward coverage, then you're basically assuming that you always have a map control advantage, which simply isn't going to happen practically.

I would consider that as people misusing it. Consider a lategame scenario where two teams are posturing around an objective. Both teams have cleared the majority of wards with oracles/pink wards, so while you know the general location of your opponent, you don't know their exact positioning. CV allows you to determine the enemy team's exact positioning just prior to engaging the fight. That immediate positioning knowledge is huge if your team can act on it in the span of the few seconds as the fight gets initiated. People are just used to abusing it on CD because it used to be OP as fuck. The thing is, doing that with CV now is basically equivalent to just igniting your lane opponent every time its off CD just for the fuck of it. Great for fights around bushes.

I think it's stronger when you tell your team when it's up and ask them for suggestions on where to cast it. It's useful during invades, checking if there's a baron bait, helping ganks, helping make sure ganks are really over, spotting objectives... so many things. I wasn't aware pros stopped using it. It may be situational, and may only help win some games... but it's not like heal isn't.

One is to stop junglers from camping top lane, the other is for brush fights. Otherwise, its a serviceable summoner but not a requirement. It also means you have 1 less offensive/defensive summoner in bot lane.

This is like a really late reply but: If you just want to practice your jungle clears in a bot game and want to be as realistic as possible, just take smite-heal as summoners. Heal after taking blue - you roughly have the same health you would with a leash. Also fakesteve using his evil powers to manipulate this thread :O
