Ranked definitely can (and will, if you're doing it into the 3 digit level).

Really? I know people who dodged down to mess around at the level and I've never heard of anyone being banned.

There's a guy named RickoniX who got banned with something like 200 more leaves than wins, at negative Elo. I don't know how many other people get up to QUITE that level, but if you're in the hundreds of leaves for Ranked you stick out like a sore thumb as an abuser.

Leaves aren't quite the same thing as dodges though. Leaves are when everyone's already finished picking and the game's started then you quit once you're in game. Dodges are when you're in champ select and you exit the client before everyone's done picking.

A ranked dodge is a loss and a leave (and Normals were from a bug at one point T_T). When you wind up with that many leaves from the system, Riot does notice.
e: To clarify, a dodge is always a leave in ranked, and if you accrue too many it's the same as leaving too many games to the system.

I'm like 80% sure a dodge is not a loss. You do get -10 elo, but you don't actually get a loss in your w/l record. That's how people can have like 90% winrate and be at triple digit elo. No idea if it's considered a "leave" tho.

It might not be a loss (anymore?), but it's definitely a leave. One of my only leaves on my account is from queue-dodging when Riot accidentally re-enabled the 'dodge = leave' to normal queue, and I remember that there was even a big deal when it was removed originally!
