And spectating options are probably going to be a server nightmare. AFAIK, Riot only has one US server location on the west coast, which is why us east coast brethren have like ~80 ping minimum. Where are you at on the West Coast? I normally get 15 ping and my friend gets about 30(we live 40mins apart, he's in LA). Psh, I get average 9ping, and if I'm lucky I hit 8 ping. University internet ftw! I'm going to take a guess and say UCI? UCR. DAMN lol. UCR was my original answer but i edited it >_>. Man, on the topic of low pings, it's so hard to change from 20ish to like 100. I know people who play at higher pings get used to it but just slight changes like these piss me off so badly... I don't know how loco does it with like 180-200 all the time while still being one of the best lol.
I currently have a evdo connection at home since I didn't consider online gaming when we got that connection. So I am used to playing at like 350ms on EUNE while I get 200ms at SEA. Adjusting to to changes in latency is tougher than actually consistently playing at a slightly higher value. And its more difficult to adjust when you go from 20 to 100 rather than when you go to 250 if you already have 200.
I actually found it tough to play on sea initially since I was used to a way higher latency lol. Well, I'll get an adsl connection in a few months (after my exams) and finally will start playing ranked.

You realize that your opponent teams are just as likely to be bad as your own, assuming you are just an average team player?
If you could do what you suggested, you'd win no matter how shitty you are since you can just wait for teams that seem very strong and by all odds the opponent's team will lose even 5v4 (if you're the only one using this queue-dodging strategy).
Your proposal, the whole point of ELO is that you're matched up with people within your range, and in solo queue this unfortunately means that there'll often be teams where people don't mesh well as a team, regardless of how well they are individually. But that applies to the opponent's team just as much as to yours; except that you have some control over how well your team plays together. Not much, but some -- you have an active role in either sowing discord in the team (whining, raging at people who just made unintentional mistakes, etc.) or trying to bring it together (most easily by simply not reinforcing any negative/destructive bickering that is going on). Some teams are doomed from the start, but that's true for your opponents as much as for you.
What you want is some kind of special treatment where you basically get to choose your allies. That's what ranked teams are for, not solo queue. (As someone who just start playing ranked, I am completely aware of how frustrating some games can be, but I've found that getting angry over it only makes it worse for everyone involved, even if that is the easiest way to react.)

WP by both teams, although TS dying just before the dragon fight was really unfortunate for CLG eu, amazing baron steal by snoopeh but just a bit too much to over come the advantage M5 had.

The talk after the match beetween CLG.EU and M5 was so funny. I mean, first of all, they are actually friendly to each other? WHY? I am so confused! Why aren't they childish egomaniacs? Then, they actually analyze their mistakes and wicked playing his one biggest mistake ever 4 times just to show how he messed up... Absolutely golden :D So much better then watching Reginald before, insulting his team all the time.

It's a much different attitude from the US teams where even when people admit they made a mistake they're still trying to save their ego.
actually a lot of US players don't do this either but it's rare to see a whole team like that.

These streams are almost always listed on the major team sites (CLG, TSM).
From there you might guess that the players tagged as "CLG <Playername>" are probably playing, or maybe that CLG.eu casters would likely be casting the scrim...
