People who queue together get put at the top. If two groups end up on the same team, the bigger group gets put first. If you solo queue, any group queues are put first, then everyone else is slotted randomly into however many slots are left.
Basically as long as you're queuing alone for normals, expect to be 4th or 5th pick 90% of the time. Almost every game has at least two people who queued together, and they're always going to be picks 1 and 2, at the least.

This is false, whenever I'm solo queueing I can be anything from 1st to last pick and am usually like 2nd or third pick, but when I duo queue I'm always last pick but not always right "next" to the guy I'm duoing with.
