Couldn't they just refund everyone's rune purchases while removing all the runes they currently have? They could respend the IP however they choose.

Big effort as in: Takes a long time to change everyone's profile, possibly requiring a long server downtime.
From a programmer's point of view, it should be easy. A simple script, run through the whole player database. They also need to have a way to stop people from playing games before buying runes and creating pages - this could require a small patch.

I think it actually makes those runes more valuable because if you buy the hp/5 slot, you have more options to mess around with finding ways to slip that into rune pages, like say you find you dont need a full 9 armor yellows, so you slip one there, and you dont quite need 9 mr blues, so you throw 2 there, ect. Right now you simply cant do that due to the cost issue.

No, I was more thinking big effort as in, redesigning prices, coordinating community outreach (don't want people going OMG WHERE RUNEZ), and, like MoonBear said above, dealing with the idea of nice runes. Would you want to pay full price for a Quint you'll only put in once or something? Is it worth the price of three if you're going to only use it once on one of your ten rune pages?
But yeah, the coding would be easy. As a CS major, yeah, it's like maybe a dozen lines of SQL (or whatever database language) code to make the refund, and then snipping together some already existing code to make the store work differently.
Mostly from a design and PR standpoint is where it might get tripped up, and I'd rather they finish stuff like observer mode, maybe updating the GUI, and work on another map perhaps.

If they made it one expensive rune that counted as 9, I'd have to pay for the use of 9 when I'm only going to use it twice maybe. That's the situation Moon is talking about.

At the time of posting i have bought 3 25$ cards and 1 10$ card. Your ranges are a bit small though, maybe it should have been 10-50, 50-100 etc. I see that now, I didn't think so many people spent over 50$ to be honest! :o pretty interesting =) It's not hard to justify to one's self though. Especially if you're like me, and come from a WoW or other MMO background. I had no problem with the $15/30day fee because I feel like I got at least 50 cents worth of entertainment a day. And, since I didn't buy a whole lot of other games at the time, $15 for a month of game when I normally spent $50+ on a console/PC game that only lasted a week or so was a great deal. So for LoL, I've spent about $65 dollars over time on champs and skins, which is about what I'd pay for a game, and LoL has lasted a long time of enjoyment. Money well spent. As one one friend put it, he put years into playing WoW paying $13-15 a month. Where now he is playing LoL as much as he did WoW at the time. Putting down $10-20 at a time for champions/skins is a drop in the bucket.

runes are fine as is for right now. they honestly need to change their whole business model for the stuff you guys are talking about to not have huge community fallout. as someone who's been playing forever, life is all good with the LoL business model, but the idea of making the game not prohibitively difficult for new players to get into is something they're going to have to address in the next year or so IMO.

If they changed anything about runes, I'd say remove the dumb T1 and T2 runes. Anyone who knows what they're doing won't buy them, and new players waste IP on them only to realize later that they're useless past 20.
The "mixing" system thing is cool and all, but it shouldn't have to exist in the first place. If anything, you should be able to just straight upgrade low level tiered runes for an IP cost that matched the difference between them. Upgrade T1 MPen reds to T3 MPen reds would require 380 IP for instance.

I think I was misinterpreted, I was saying if I buy Example Seal, I can buy it once and be able to fill all my yellow slots with it, not by HP5/lvl runes once and use it in RBYQ slots

it's definitely intentional you get +3 siphon strike from towers too... it's anything you kill. why would ghouls be different?

T1 runes are fine. They're extremely cheap, 55-60% as good as T3, and very useful for new accounts. If I were starting from scratch I probably wouldn't buy any T3 runes at all (save perhaps for Armor Seals) until I'd bought 20-30 champions. The problem is the community is way too obsessed with having the best possible runes when they'd do a lot better if they just learned to last hit better.
That said, shifting away from the rune lottery to an upgrade system would probably make T1/T2 runes a lot more common and useful.

That's poor logic. If it is a bug, it would effect all "on kill: get bonus" type effects not just one or two.
