Also, which characters are best to learn to harass in moderation with? Pantheon is king of harass. Infact if you don't harass with him he doesn't work since he needs kills to survive the midgame.

I played Ezreal again after such a long time, he's really easy to harass with while also farming well. The good thing about harass is that it gets you kills early if they don't run away or underestimate you. Except they do maybe 40-50 damage, and you can autoattack a lot if you control well. The damage adds up - especially if people aren't very good they'll lane very aggressively and you can just shoot at them from behind your minions. If they go to move in on you they'll suck minion hits and you won't because you're far enough back. Basically, if your opponent moves forward to take last hits, and you don't have a last hit to take yourself, shoot your opponent. It'll wear them down. Ovbiously if they have regrowth/Doran's Shield or are warwick or something then it won't though. Use your judgement.

The good thing about harass is that it gets you kills early if they don't run away or underestimate you. Free harass is free harass. Take it when it's free, but don't work too hard for it. Particularly at lower levels of play, there will be lots of times where your opponents expose themselves to harass when you aren't losing CS/putting yourself at risk for it--meaning it's 100% free. TBH if you're at the level where you need to ask this question, you're probably also at the level where your opponents are exposing themselves to enough free harass that it shouldn't matter--if you take all the opportunities where they misplay and expose themselves to harass when you don't have to give up farm to harass them, you'll shove them out of lane.

You can do any path and can opt for the "rush 6" philosophy similar to ww, then after you get a feel for him go for earlier and earlier ganks. Udyr is also a good bet although you are pretty reliant on blue if you do tiger. Xin is also easy if you want early ganks. Mumu is the easiest skillshot jungler you can learn. Lee is actually a very complex champion and will take you a while to get used to.
