When Design was looking at why people didn't play certain champs enough, they decided to have a good long look at Cait. They figured that one problem with her was that she was supposed to be a sniper character with a sexy voice that locked lanes down.
At first it was minor stuff in Patches 1.0.0.109 and 1.0.0.112 where they buffed Q and R here and there to encourage people to use her and make R feel better. But then that didn't seem like enough. So they made tiny tweaks to her base AS and increased her trap count in 1.0.0.114. That still didn't seem like enough. So in 1.0.0.116 they lowered mana costs, made traps deny more of the lane and made R feel more sniper-y.
So it was kind of a slow progression of buffs until people went: "Hey, wait a second..."

It's mostly the base AS buffs that made her too strong, it makes her attack animations absurd.

Since "reliable" is a full-time part of The Unknown when you're limited to soloQ, and who can get the buff w/o a teammate playing an energy-based/manaless hero stealing it is included.

To be fair, Cait isn't the type of ranged AD that frequently gets those insane scores you see on Ezreal, Tristana or Vayne. She dies very rarely and harrasses insanely well, but she has a hard time actually killing people.

I loved Caitlyn and played her a lot when she was considered bad. I actually don't play her as much now that people realize she's good though. The one thing that I have always disliked about her though and that I wish Riot would just completely redo is her ult. Seriously, she has the worst ult of any AD carry in the game imo. It can be kind of good and get you some kills maybe in the early game. But by mid/late game during team fights it just feels like I'm playing a champ without an ult.

Yeah, after like the 15 minute mark I usually just randomly fire it any time it's off cool down. Making it blockable was just a really silly idea. But I guess it's fair for her to have such a bad ult when her autos are just so good.

You can always run a little into your own jungle and snipe the enemy mid for fun, even while you are in bot lane. Actually the damage by level 11 is probably enough to put the enemy mid into insta-gib range for your own mid, depending :p.

I think I've been playing LoL for as makes no difference almost a year now (my first games were with MF on her first free week), which is quite fun. I think I've gotten quite a lot better now. Or at least I hope so.

At level 25 is it better to have one side completed masteries? EG 21/0/4 or is it better to evenly distribute them between two trees and only get a completed mastery tree at level 30?
