He has massive ranged poke, too. Vamp scepter opening lets you steal life from the on-hit effects proccing on his ranged stuff so bad that he's like neo ranged Udyr, except with stealth. We must convene on how best to deal with him when using ranged AD.

nothing in that description suggests that the skills will have good base values or good scaling. Riot does say they want him to be a high risk/high reward assassin, and I trust that they've figured out by now that in order to pull that shit off, you need low base values with high scaling to encourage a glass cannon build.

Noxian Diplomacy: Talon viciously stabs his enemy, dealing heavy physical damage and causing them to leave a blood trail that Talon can use to track them.
Clearly "heavy physical damage" means the skill will have high base values, so you can build tanky no problem.

On a slightly more serious note I'd be more worried about where he'd actually find a spot during laning, which is the issue that a lot of other squishy burst heroes face (ie. Wukong). He doesn't sound like he can jungle, he sounds like he'd probably get run over against sustain heroes, and he sounds like he'd get squashed in bot lane.

Blood trail sounds fun. I wonder if you can see the blood in brushes/FoW? Seems like it'd be pretty bad if not.

Speculation is one thing but you can't really plan a build on a few lines. I could do just the same by saying well better build him like an akali because he's an assassin.(he could be hybrid! Shaco can be done either way)
I do think we have a serious question to ask ourselves though, Can it jungle?

If Talon's passive considers slow to be "cc", then you probably gotta at least build a phage on this guy ?_? Unless he has so much AD scaling that you don't even need to do that.

So, really... Riot is working on a stealth remake. Then they release Vayne, MK and now Talon. Riot doesn't seem very creative lately, and all those short duration stealth crap is getting annoying. Plus they might be shooting themselves in the foot by cluttering the game with stealth while they try to remake it.
Those "autoattacks deal additional damage when X condition is met" passives also float around a lot, don't you think so?

Given what they have suggested so far about their plans for the stealth remake the new champs with short stealths shouldn't really clutter it. They have stated that the short stealths will probably stay the same while just changing long term stealth mechanics

What exactly is the stealth rework plan anyway? I actually have not seen it. Short duration stealths honestly sound like a better idea.

I'm thinking you get to see a line of blood following the champ via FoW but you won't be able to see the champ himself. With nid trap you can see the champion / his allies if they're close enough.

Stealth rework is targeted at stealth effects for an extended duration (e.g. Twitch, Eve, etc.). Not for short duration tactical stealth like Akali, Shaco.
Btw, called the Nida+Soraka tweaks.
Also, Zhonya and IE cost reductions aren't the last we'll see before Season 2 I think.

I have never played a single game (w/ PvP) where stealth felt fair or enjoyable.

Stealth in Bloodline Champions was fine, but they also used short-duration stealths with long cooldowns so they were really clutch "buy time while manually running" sort of stuff, similar to Wukong's decoy.
