That was because it had healing reduction, which is being taken away in this upcoming patch.

But with the GP buff, Guinsoo wants Jungle GP to be able to open a gank with his Q. Currently, his most reliable way of getting a slow in is Ult since getting into melee range is not always practical without blowing summoners. Internal Riot test on a working patch gave GP a clear time of 3:40 or something on one jungle route with hard leash, opened Cloth+5 but did not need to use all pots. Do not know Runes+Masteries. Don't remember exact figures. But it was pretty good. Think this time might have gone up since that test.

To be fair Jax Q harass was a little ridiculous with the right rune page, but that nerf is a bit much imo. Balance is an interesting thing at Riot. There is balance at the High-Elo spectrum, but there must always be balance at the Low-Elo area too. Many of the people who play this game are not ultra-competitive. In fact, many of the players are not ranked. As a significant portion of the player base, Riot must also ensure that playing the game is fun for them as well. If the game is not fun for them anymore, then there is no reason to play it. A game that is not accessible to people is not a direction that any game company should take if they want to remain viable.
A good article worth reading would be this. While it talks about Magic the Gathering instead of LoL, the same principles apply. It may also be worth noting that several of the Design Team have background in balancing and design from things such as Magic.

Have you guys considered tweaking the mana cost on morgs pool or upping her base movespeed? Seems like almost all the new champs have a distance creator that lets them just walk away from morgs ulti.
Also, gp insane and eve neutered. I think they just swapped for #1 ban in solo Q

Gank with red buff, use Q insta slow gg. No idea why they need to change his Q to apply passive. Now Laneplank will be even stronger, maybe even OP. Kinda like the old days when Q applied his old passive. I guess the difference is that no heal reduc is slightly less OP, but still...
I get that it's important to balance for nubs too, but Xin and Jax are already niche enough already. Why make them worse?

I guess Riot is happy with where the game is as this patch doesn't do much to effect the op champs in the game. Rumble only got his ulti nerfed lawl, and gp probably OP now.
Eve so bad now lawl, and why are they so hesitant to buff fiddle more he's just so terrible and they keep buffing him (or accidentally nerfing him) by tiny amounts.

Gap-closers on Tanky DPS is what Riot thinks is the number one thing that breaks them. That is why Yorrick is going to be tanky dps with no gap closer and then they'll hope he's not OP. Think of him being inspired by Udyr-style tanky dps no gap closer.

Fiddle has 2 players that main him high Elo on NA (Reidan and Honver I think). Don't know of any GP Mains (except maybe Chrispy? But don't think Classick/Statikk play much with him). So Fiddle gets less buffs than GP. Fiddle can now Fear into un-cancellable Ult even if you have some tenacity for what that counts.

Analyzing champs>> evidence of random players who get high elo with them. I don't mean to sound condescending but fiddle is terrible. It's not surprising no one has realized how strong GP is yet considering everyone just blindly said: "GP is dead" when he got his deny removed and he become thought of as a troll pick.

Finally they are fixing the minion particle bug. anyone else been getting that? It looks like giant channel lightning coming from ranged minions and the cannons just go heywire.
I was expecting the Kayle rework this patch after the latest Journal of justice. Any news on upcoming Kayle changes MoonBear?

I really liked that about GP. Once you locked onto a target, they can't get sona'd or soraka'd back to full hp.
Still, GP is still majorly buffed with Q applying passive now. He's also much harder to escape from w/out CC and Flash too.
