They're good for laning, and then once teamfights start they are pretty worthless (unless you have an inventory full of them and can run in and out to take and deal damage). They aren't nearly as retarded and hog stacking in lane was on bulky champions. Philo may be over efficient, but that's because hp and mana regen suck as stats. I would be very surprised if they did a large nerf to philo stone that would make people stop wanting it (more than say a total of 5 regen nerf total). | ||

And if they don't want to up the Dragon bounty, then they should reduce the effort needed to do it. | ||

I'd say it's more like an overly efficient laning item that gives as much mp5 as 9 whole seals at level 18 and pays for itself. Basically, with wriggles and heart of gold being taken down a notch, philo stone really does move up the ladder a tons. | ||

Catalyst covers the "overly efficient laning item that gives a ton of mana restore" department pretty well. Doesn't pay for itself, but lots of the champs that would want it have a use for RoA or Banshee's. I think Philo fills the niche for champs that want that health/mana regen, but for which Catalyst isn't necessary or practical (off the top of my head, that includes Poppy, Lux, and most support champions that don't get levelups often enough for Cata to be practical). | ||
