I personally much prefer setting Janna up for a really strong earlygame. APen/flat MP5/MReslvl/flat HP5 is what I use currently, open with DShield usually (and something along the lines of 0/13/17). Allows me to harrass a ton while my ally is completely free to farm. Gold/10 would be nice to have (I have a set of those too), but I prefer securing the lane more firmly so my ally can outfarm the enemies.

I did pretty much the same with Sona back then (and probably still could, but now she fails so hard mid/lategame without lots of farm that I don't play her anymore). I won bottom lane almost always when I played Sona or Janna.
I don't play other supports all that much, but imo if you cannot get into your enemies' faces during laning then you fail as a support. And try APen instead of MPen, at least on all the ranged supports. Godlike.

Udyr belongs in the jungle.. As far as Tiger vs Phoenix goes, it totally depends on what runes you have, if you have AD/Arpen runes; Tiger. if you have AS runes; Phoenix.

they are both pretty similar when it comes down to damage/jungle speed. it mainly comes down to personal preference, you want to start off Maxing 1 of either Tiger or Phoenix, then max out bear and turtle. Also, i noticed you said you just started playing, which explains why you would be laning as udyr, if your laning, i'd prolly stick with phoenix since the AoE makes it easier to farm.

As far as starting items go, if i we're to lane, id prolly get rejuv bead 4 health pots and 2 mana pots. boots and 4 pots (wait for 4th), or cloth armor and 5 pots. but like i said, laning with udyr isnt the greatest idea.
